Official: Premier League accused Leicester City of PSR violations in fiscal 2023 has been dismissed
05/2009 Leicester City issued a statement confirming that the arbitral tribunal rejected the Premier League’s appeal against Leicester City’s PSR violation in fiscal 2023. Leicester City is accused of exceeding the loss limit of £105 million in the three years ending the 2022-23 season, with losses of £92.5 million and £90 million respectively in the past two years. Although Leicester City won the preliminary trial last September, finding that the Premier League had no jurisdiction after its relegation, the Premier League has filed an appeal and the appeal was eventually dismissed. Leicester City Statement Leicester City Football Club has taken note of a court decision issued today. We are pleased to confirm that we have successfully defended our position in the face of the Premier League’s appeal challenge for the PSR (Sustainable Profit Rules) ending in FY 2023. This is also an important matter in this resolution. The Premier League has very high specification requirements for any appeal board challenge. Therefore, according to such requirements, the judgment can only be overturned if the penalty result "errorized the meaning of the law" or "the judgment result is obviously unreasonable". The decision of the Appeals Committee was made through a panel with extensive relevant experience (the panel included two former appeal judges). Although the court had disagreed with the previous penalty decision, they finally decided to dismiss the Premier League's appeal challenge. They believe (due to the club's persistent debate) that the Appeal Board did not have a "false interpretation of the law." The arbitration court also decided that as of the relevant time period of fiscal year 2024, the Premier League successfully obtained one of the law enforcement powers they have been fighting for. The Premier League has now submitted it to an independent committee. Based on our previous commitments, the club will actively cooperate with the matter related to the Premier League’s law enforcement powers that ended as of fiscal year 2024. However, due to the confidentiality of the relevant matters, we will not comment on these processes now until the results of the incident are confirmed.
